Legal Age for Online Betting: PAGCOR's 21 and the Five Barred Groups

By MERRYPH Editorial Team

  • 21+ only
Every shelf here is meant for readers 21 or older, the minimum casino age set in the Philippines. Under 21? Then none of this is for you.
  • Checked against PAGCOR's list
PAGCOR's published lists dated 29 October 2026 do not name MERRYPH or merryi24ph.vip. We say so plainly; you can search the same PDF yourself.
  • Buttons open 76JL
Each PLAY NOW, REGISTER and LOGIN button sends you to 76JL, the partner we work with, via a tracked link, and never to MERRYPH's lobby. Glance at the address bar after the tap.

On this shelf the legal age for online betting has one answer, a firm 21, no matter what a sign-up box says. PAGCOR sets the floor and adds four more groups who may not play at all. Below are all five, the legal basis PAGCOR cites, what to make of a lobby that asks only for 18, and the one question about your money to answer before you register anywhere.

PAGCOR’s responsible gaming page puts anyone under 21 on its list of people kept out of gaming venues and online platforms alike. The legal footing it names is Presidential Decree 1869, amended by Republic Act 9487, together with Civil Service Commission Resolution 2600111.

Version 6.0 of PAGCOR’s Responsible Gaming Code of Practice, issued in 2021, goes further and makes operators print a closing line that limits play to those 21 and above.

So the 21 is not a house rule that varies between lobbies. It is the regulator’s rule for every platform it oversees.

The five groups PAGCOR bars from play

GroupWho it covers
1. Under 21Everyone younger than 21
2. Government officials and employeesStaff and officials of national agencies, LGUs, autonomous regions, SUCs and LUCs, and GOCCs created by original charter
3. AFP and PNP membersAnyone serving in the AFP or the PNP
4. Restricted personsAnyone whose name sits in the NDRP, which includes everyone who self-excluded
5. Gaming employeesStaff of PAGCOR licensees, plus GEL (Gaming Employment License) holders

Group 4 grows whenever someone files for exclusion; the PAGCOR self exclusion steps explain how names get there.

When a lobby’s form says 18

Lobby forms do not always match the regulator. On MERRYPH’s phone sign-up page, seen in the 30 October read and again on 5 November, the tick box begins “I am 18 years old”, and the footer carries a badge marked 18. The Terms link behind that box opened a screen reading “No data”.

Compare that with PAGCOR’s tag line above and the gap is plain. A lobby using 18 is not writing to PAGCOR’s standard, and MERRYPH has no entry on the PAGCOR online casino list dated 29 October 2026 either. Being 18 or 19 and allowed through a form does not make the play legal for you.

What happens to an ineligible player’s money

That answer lives in each lobby’s terms, so it has to be read before a deposit, not after a withdrawal request. Where the terms are blank, as on the lobby above when read logged out, you cannot know the rule in advance. A PAGCOR advisory dated 12 April 2023 goes further, warning that taking part in gaming nobody authorized is itself an offence under the law.

Red flags to watch for

  • A pre-ticked age box. The phone form above shows its 18 tick already ticked, while PAGCOR’s floor is 21.
  • No terms behind the terms link. A blank rules page leaves eligibility and payouts undefined.
  • No ID request ever mentioned. A lobby that never mentions ID has not told you how it confirms anyone is 21.
  • Encouragement to use someone else’s account. It breaks the eligibility rules for both of you.

If you are 21 or over and eligible, the bankroll management basics are a sensible next read, and the register steps for this brand show what its sign-up form asks for. More articles sit on the casino blog index.

How to Get Started

  1. Check your own eligibility first

Run down the five barred groups below before you look at any sign-up form. If one fits you, stop there.

  2. Read the age line on the form

Note what age the lobby's sign-up box states. If it says 18, the site is not using PAGCOR's wording.

  3. Find the rules before money moves

Open the lobby's terms and look for what happens to an account that breaks its eligibility rules, before any deposit.

Worth knowing first: the shelf buttons (PLAY NOW, REGISTER, LOGIN) lead to 76JL, a partner platform we work with, by way of a tracked link. They do not open MERRYPH's own lobby, which sits at merryi24ph.vip. merryphhub.com may earn a commission if you sign up with 76JL.

Questions readers ask about this one

Is 18 old enough to bet online in the Philippines?

No. PAGCOR names under-21s among those barred from all online gaming platforms and grounds the rule in PD 1869, as RA 9487 amended it.

Can government employees bet online?

No. PAGCOR's barred list covers people working in government, from national agencies and LGUs to state colleges and chartered GOCCs.

A lobby lets me tick I am 18 years old. Does that make it legal?

No. A site's own form cannot lower PAGCOR's age. MERRYPH's phone sign-up box reads I am 18 years old, which is one reason to check its standing on PAGCOR's lists first.

What happens to winnings if I was not eligible?

That depends on the lobby's terms, which is why you read them first. MERRYPH's Terms screen showed No data when opened logged out, so its rule could not be read before sign-up.
